CAKE at the European Climate Summit 2026, 14-16 April 2026
On 14-16 April 2026, Marta Rosłaniec, an expert at CAKE (Centre for Climate and Energy Analysis, KOBiZE/IOS-PIB), participated in the European Climate Summit 2026 (ECS 2026), organized by the International Emissions Trading Association (IETA). The event brought together representatives of public administration, industry, the financial sector, and international organizations, making it one of the key European forums for discussions on climate policy and carbon markets.
Marta Rosłaniec took part as a panelist in the session “Carbon Pricing and Public Finance – How to Use Climate Revenues in the EU and Beyond?”. The panel also featured Francesco Lombardi Stocchetti (Bellona), Micah Ton (European Lime Association), and Humberto J. Rocha (OPIS, Dow Jones), and was moderated by Ingo Ramming (BBVA).
During the discussion, the CAKE expert emphasized that the key challenge is no longer generating revenues from climate policy, but using them effectively. She also highlighted the growing needs related to industrial transformation, household protection, and ensuring fiscal space for Member States. An important part of her intervention was the presentation of work carried out under the LIFE ENSPIRE project, including analyses of the potential extension of the EU ETS to candidate countries in the 2030-2040 timeframe. She noted that this process may affect both market dynamics and the distribution of revenues within the system. With regard to CBAM, the latest CAKE analysis on budget revenues from this mechanism and the CBAM Explorer tool were presented. It was emphasized that CBAM does not constitute a stable source of revenues, which has important implications for public policy as well as for the competitiveness of exporters.
During the event, the ICAP report “Emissions Trading Worldwide: Status Report 2026” was also presented, indicating the continued development of emissions trading systems worldwide despite increasing geopolitical and economic challenges.
The ECS 2026 conference also provided an opportunity to participate in numerous panels devoted to the current situation in the EU ETS market, the planned reform of the system, the role of carbon dioxide removal (CDR) and offsets, as well as the further development of the CBAM mechanism. The discussions highlighted the growing complexity of climate policy instruments and the need for better coordination.
