    CAKE presented the results of analyses concerning the decarbonisation pathway of the Polish economy

    On 22 October 2025, as part of a webinar entitled ‘Decarbonisation Pathway of the Polish Economy in the EU Context’ organised by the CMCC Foundation – Centro Euro Mediterraneo sui Cambiamenti Climatici, a team of CAKE experts (Katarzyna Mazanek, Zuzanna Różańska, Jan Witajewski-Baltvilks) presented the results of analyses concerning the decarbonisation pathway of the Polish economy in the context of EU reduction targets as part of the AdJUST project.

     

    CAKE’s analysis covered macroeconomic aspects, energy structure, the labour market and the effects of burden sharing using an integrated modelling approach (economic, energy, transport and agricultural models were combined) to capture the multidimensional effects of climate change.

     

    The CAKE team presented the most important conclusions during the presentation:

     

    • Poland faces higher transition costs than the EU average, due to its high share of coal and lower energy efficiency.
    • High-emission sectors (heavy industry, mining) will undergo more profound changes, while services and low-carbon industries will gain development potential.
    • Employment and wages will become polarised: a decline in emission-intensive sectors and growth in innovative industries.
    • For the ‘just transition’, active labour market policies, retraining, support for coal regions and mechanisms to mitigate social impacts are necessary.

     

    According to our experts, climate transformation requires a coordinated approach in the areas of energy, social and educational integration.

     

    Therefore, public policies should:

     

    • Support the development of new low-carbon skills and sectors.
    • Protect workers and regions most vulnerable to the effects of restructuring.
    • Provide a stable financing framework and mechanisms to mitigate the effects of reform.
