Project goals

The Project structure is based on three research Working Packages (WP), focused on the assessment of the EU ETS functioning, including its synergies and interactions with: Goals to be achieved in the project:

• Extending and applying the sectoral and macroeconomic models developed in the LIFE Climate CAKE PL project to identify and include in models current and prospective measures and mechanisms that may affect the operation of the EU ETS.

• Developing a high-quality, accessible information and data within the three Working Packages mentioned above, including advanced modelling employing CGE, energy and transport models as well as the knowledge and experience of CAKE experts.

• Providing a high-quality, easy accessible information and data on three Working Packages mentioned above to the European Commission, European and international public administration, policy makers, NGO’s, private entities and the public.

• Building broader and stronger international networks of experts to disseminate a high-quality information and data on evaluation of the EU ETS and to create an international political support for EU ETS and other carbon pricing mechanisms.

• Improving environmental awareness of the public through wide dissemination of high-quality information and data developed during the project implementation.

Analytical toolkit

Analytical work in the LIFE VIIEW 2050 project employs macroeconomic and sectoral models, developed and being constantly improved by CAKE experts. Thanks to this advanced toolkit, it is possible to carry out comprehensive analyses concerning the functioning and development of the EU ETS to enhance achieving the EU climate neutral economy by 2050

Model d-PLACE (CGE) – the global macroeconomic general equilibrium model allows for a comprehensive assessment of the climate and energy policy economic impacts. Energy model MEESA (Model for European Energy System Analysis) the model allows for a thorough simulation of various transformation options of the energy sector in the EU.

Transport model TR3E (Transport European Economic Model) – the model allows for the analysis of various options to reduce CO2 emissions in the transport sector, including the new technologies implementation.

Agriculture model EPICA (Evaluation of Policy Impacts – Climate and Agriculture) – the model enables analysing the impact of various climate policy measures on agriculture, including emissions, production volume and structure, and farmers income in Poland.

Project Objectives

The main objective of the Project is to develop a sustainable and comprehensive system for creating and exchanging information and knowledge in order to support the effective and efficient implementation of the EU climate and energy policies. This is aimed mainly at supporting the process of decision-making and enhancing the potential of knowledge and competences within the public administration dealing with the issues of climate and energy policies.

The general objective will be achieved through a set of goals:

  • Building a comprehensive and consistent analytical toolkit for assessing the measures proposed at the levels of Member States and the EU, including their sectoral dimension.
  • Developing a high-quality information about the impacts of measures implemented and planned under the EU energy and climate policies.
  • Providing high-quality information about the impacts of measures under EU energy and climate policies to public administration, private entities and the public.
  • Raising the environmental awareness of the public, with particular consideration given to the addressees of climate and energy policies, through wide dissemination of high-quality information.
  • Centre for Climate and Energy Analyses (CAKE) is established to guarantee the sustainability of the Project. CAKE is a comprehensive and sustainable team, which, using and developing the analytical toolkit created in the Project, the stakeholder network and distribution channels, will continuously generate and provide to its addressees knowledge in order to assist them in decision-making.
